You have marked this dongle as blocked using DinkeyOMS and therefore the customer is not allowed to use this dongle.
If you have done this in error then you can unblock the dongle through DinkeyOMS or, if the customer does not have internet access, by issuing an offline remote update code using DinkeyRemote.
