This error will occur if another process has hung trying to access the Software Key.

You should wait 1 minute to give the other process time to timeout and exit gracefully. If it eventually terminates with an error code then you can look up that error and try to solve this problem.

If the other process does terminate itself then you should try to forcably terminate it. If you cannot identify this other process then you need to reboot.
